1. Preheat oven to 400 degrees. Place salmon in greased baking dish. Cover salmon with thin layer of brown sugar, patting down to stick to fillet. Sprinkle fillet with pepper, garlic powder and salt. Top with sliced green onion.
2. Pour orange juice gently over fillet, saturating brown sugar and coating bottom of pan. Cover with foil. Bake covered for 45 minutes. Uncover and cook 10 minutes longer to thicken juices.
