1. Chop the beef into thin strips no more than an inch long. Marinate for at least 15 minutes.
2. Remove seeds from green peppers and dice.
3. Start cooking the rice.
4. Add 2 t peanut oil to the wok. Once it begins to smoke, start cooking the beef. Just before the beef is finished, add the garlic and ginger. Empty the wok when beef is done.
5. Add 1 t peanut oil to the wok. Stir-fry the green peppers for 2 minutes. Add hoisin sauce and stir-fry another minute.
6. Mix 1 t of corn starch with 3 T of water. Add the corn starch mixture to the wok along with the beef. Stir until thickened and remove from burner.
