1. Start the cake batter by blending the flour, sugar, cocoa, baking soda and salt into a large bowl.
2. Add the water, oil, vinegar and vanilla and mix well.
3. In a separate bowl, mix the softened cream cheese, egg, sugar and salt. Then beat the mixture until smooth. Stir in the chocolate morsels
4. Fill your cupcake papers about 1/2 to 3/4 full with the cake batter. Using a spoon, place a small bit of the cream cheese mixture on top of the cake batter for each cupcake.
5. Bake at 350º for 15-25 minutes.
