Peach muffins with streusel topping

1/4 Cup Brown sugar
1/4 Cup Rolled oats
2 Tablespoons Whole wheat pastry flour
1/2 Teaspoon Cinnamon
4 Tablespoons Butter, chilled and cut into pieces
2 Cups Flour, white or whole wheat pastry
1/4 Cup Brown sugar
1 Tablespoon Baking powder
1/2 Teaspoon Baking soda
1 Teaspoon Cinnamon
1/4 Teaspoon Each, nutmeg, allspice, and cloves
2 Eggs
1/3 Cup Canola oil
1 1/4 Cups Sour cream
1 1/2 Cups Fresh sliced peaches, chopped and peeled
1. Prepare topping:
In a small bowl with a fork or pastry blender, combine sugar, oats, flour, and cinnamon. Add butter in chunks and cut in until coarse crumbs are formed. Set aside.
2. preheat oven to 375 and line 12 muffin tin with paper liners.
3. In a large bowl, combine flour, sugar, baking powder, baking soda, and spices.
4. in another bowl, combine eggs, oil, and sour cream. Add peaches and sour cream mixture to dry ingredients and stir.
5. spoon batter into muffin tin. Sprinkle each with oat streusel. Bake 20-25 minutes until tester comes out clean. Let muffins rest 5 minutes and then turn out onto a rack to cool.
